You're wrong about the picture being from Yie Ar Kun Fu 2. Throughout the second game the hero, Lee Young, appears clad in blue jacket and trousers. In the first game he appears sans shirt but in a nice pair of blue pantaloons (as pictured in this article). My guess is that the second game is set somewhere with a colder climate ;)

The picture of the cartridge in the Release 1 (Konami) of this game is wrong, it's the picture of the "Yie Ar Kung Fu 2" game cartridge, not the first part.
