It looks very similar to NIA-2001 also distributed by Aucnet except that NIA-1000 has the AA battery compartment at the top and lacks the CPU selector of NIA-2001. Whether the actual manufacturer was Takaoka Electric like NIA-2001 is unknown. The startup screen displays year 1989. The manufacture date on the nameplate on one of the units is Jun 1991.
