Metal Gear Rations

I;m sure this has come up before, but I can't figure how to activate rations in Metal Gear. I tried every button on my keyboard, and nothing happen. Then, I was told by someone that your health meter is supposed to refill some after going to zero if your ration is equipped. Well, that's not working either. Thanks for the help.
